Biography
Prior to joining SUNY Korea he was a Visiting Professor in the Graduate School of Science and Technology Policy at KAIST. He served as Associate and Deputy Director of the Fulbright Commission in Seoul for fourteen years and before that he taught at the University of Texas at Austin, the University of Washington, Yonsei University, the National University of Singapore and the University of Colorado. At Colorado in 1995-96 he directed a major executive training program for Korea Mobile Telecom (now SK Telecom). At SUNY Korea his efforts aim to strengthen the university's executive training and lifelong learning activities. He first came to Korea as an American Peace Corps volunteer, teaching university English for two years. His books include (with Myung Oh) ) Digital Development in Korea: Lessons for a Sustainable World (Second Edition, Routledge 2020), (With Oh) Digital Development in Korea: Building an Information Society (Routledge, 2011) The Telecommunications Revolution in Korea (Oxford University Press, 1995), (with Park) Global Television and the Politics of the Seoul Olympics (Westview, 1993) and Television’s Window on the World: International Affairs Coverage on the U.S. Networks, (Ablex, 1984).
Past and Present Research
He continues to work on ICT for Sustainable Development, with a particular focus on documenting the Korean experience of ICT-led development and placing it in context for a global audience. In 2011-12 he conducted a study of Korea’s education system as a consultant to The College Board and in January 2017 was seconded to the International Telecommunications Union for two weeks in January 2017 as a member of a study group that wrote a book on ICT-centric economic growth, innovation and job creation. He contributed the final chapter on “The Future of ICT-driven Education for Sustainable Development.”
